I remember an issue with compensation valve at the meter output that not relief the pressure at a correct value. You can install a manometer in the hose to see the residual pressure when the nozzle close.

Pressure relief problem without a doubt, dealt with this problem years ago.

Had this issue a while back after installing new Gilbarco E700s. Turned out to be the upper poppet on the OPW dual poppet shear valve. Upper poppet was acting like a check valve. Short term fix was to remove the upper poppet until a new one was installed.
