What is the appropriate safety wear technicians should be using on the field? What material should the shirts be and can safety vest be made of polyester and acrylics?

I have always lived with the thought that safety equipment, especially work clothing and Christmas trees should be at least flame and flash fire resistant.
When you are dead it's likely you won't know it. It could be difficult for others. It's the same if you are stupid.

When you have certain safety issues that keep being avoided by management and city hall, what is the next step? Who do you talk to?

If you have gone as far as you feel comfortable within your organization, you can file a report with your local OSHA office. You should be protected under the whistleblower guidelines.
