OPW fill bucket

what would cause the ring (around the bucket) that the lid sits in to shatter? puzzled in Cali

I thought it would work even though the bag said "OUT OF SERVICE"

Not properly installed.

It's called a plow ring.
As mentioned. Maybe loose concrete. Had a maint facility dropping steel plates on one loading and unloading destroy a brand new one.
