New USEPA regs and manifold above shear valves

My client is asking me about dispenser piping where two separate tank product lines, say reg1 and reg2, are manifolded about the shear valve.

I think this reflects a UST that was once a mid grade and now has regular.

So the client can use both tanks capacity with reg product.

Is this not permitted under the new regulations in non SPA states deadline of 10-13-18?

In my state, shear valve installation are an NFPA 30A requirement. They could become part of the tank regulation if using the old Bravo pans that trip the fusible link - therefore part of the UDC monitoring system.

I could see a problem with this design if the shear valves were single poppet.

As always, manifolded product piping should verify proper LLD installation and operation.

Even before the new regs most states agreed that manifolds should not be above shear valves.

South Carolina has been pretty informative on shear valves.

But they just gave way on all the NOV's they wrote for shear valves.

Not to be a pessimist..but have they ACTUALLY been removed, or are they trying to placate via email and leave them up?
