Ken Wilcox and Associates has a generic tank calculator. Assumes flat ends for steel and hemispheres for FRP tanks. Found here:

Yes. All LLDs are required to be tested annually in California. It's part of the annual monitoring certification. Simulated leak of 3.0 gph for most. California requires LLDs in statute and as of 10/13/18 now require ELLDs on emergency generator systems (AV alarm only). All systems with buried pressurized piping now require LLDs - no exceptions.

Regulations allow for alarm as a method of overfill. However, if your ball float engages before the alarm triggers - very bad . This is a transfer, so just like from a truck delivery, you would be required to monitor the filling of the tank at all times. You think the owner is going to do that for 2...

LLDs are required on all pressurized underground lines. The line between the tanks would require a LLD.

Hello Ben, The walk through inspection form you have listed for California, while good today, will not be the form used as of October 1, 2018 to meet the new federal requirements.
