What type of tanks are these? 16,000 gallon is an odd size. I have experience with various ASTs and might be able to comment if I know type of tank.

I have a guess... Can you please confirm the dimensions of the item? It looks very similar to a fuel tester used for aviation tanks, but homemade perhaps.
