Old sites just aren't perfectly tight. An old site might leak few droplets of liquid a day/week will build vapors if there's no circulation. Especially if there is water tight manway lid.

With a point being? Wouldn't it be cheaper to prevent the few drops than repiping with vents, piping and blowers to the canopy? The problem is that it may be more than just a few drops per day.

Will some bright person tell me why there are vapors in the sumps in the first place?
Leaks ( I know you know that).

Cork type tank top manway gaskets leak vapors. There are other sources of leaks - but this is the one that is hard to deal with. 9/10 leak some, even when brand new. Leaks are very small or minute and are difficult to detect without special equipment. These small leaks cause vapors to congregate in the sump overtime, and will eventually lead to problems in the sump. Sumps may not be opened for several months. Replacement of the failed gaskets can resolve the issue temporarily, but cork gaskets will eventually produce small leaks again.

The best solution is to get the manufacturer to switch the design of the gasket to something that is more reliable, such as synthetic rubber / fluoropolymer elastomers.

Thank God there is someone out there with their head not buried in the sand.

I agree 100%.

Now we are getting to one of just a few roots of the problem instead of wasting time treating symptoms.

Thanks for posting some logical insight.

It's an honor to be in a group with at least one other logical thinker.
