The new Federal UST regulations (40 CFR 280) kicked in on 13 October. I have a general question for you guys.

Are line leak detectors even required anymore? You don't have to use ELLD's at new sites. So why bother paying extra for them? The 0.2 & 0.1 GPH line tests are not required if you have sump sensors.

If you use sump sensors with MLLD's do the MLLD's even have to be tested annually anymore?

California requires LLDs in statute and as of 10/13/18 now require ELLDs on emergency generator systems (AV alarm only). All systems with buried pressurized piping now require LLDs - no exceptions.

Yes. All LLDs are required to be tested annually in California. It's part of the annual monitoring certification. Simulated leak of 3.0 gph for most. The 0.2 gph on single-walled pipe is implied but I'm not sure how many testers/regulators are following that.

I'll discuss this (very briefly) at the CUPA Conference in February, specifically in regards to emergency generators.

Looking for Owens Corning, Joor, Trusco Tank Charts. 10000-gall, 12000-gall, 15000-gall. or will someone be able to direct me to were I can get some. I believe all this Tank Company have gone out of business. Thank you.

Ken Wilcox and Associates has a generic tank calculator. Assumes flat ends for steel and hemispheres for FRP tanks. Found here:
