An interesting but a little scary report from the perspective of breathing clean air. I sent you a copy of the full report.
Problem is, don't we all love the sweet smell of benzene when fueling up the tank?

Stage 1 vapor recovery (VR1) at petroleum service stations limits the emissions of volatile organic compounds (VOCs) that result from unloading petroleum from a road tanker into service station storage tanks.
When petroleum is transferred from a delivery tanker to an underground storage tank, a slight pressure build-up occurs in the underground storage tank, which displaces vapor. VR1 systems return displaced vapor back to the delivery tanker by means of a vapor-tight connection line.
To minimize vapor loss from the underground storage tank through the vent during filling, the vent pipes are fitted with a 10 millimeter orifice. A pressure vacuum relief valve (PV valve) is fitted, to prevent hazardous pressures or vacuums building up. The PV valve should remain closed except under adverse conditions………..

But don't you just love the smell of gasoline being delivered?
You've see the 30 foot vent risers on fuel tanks in Mexico City?
I was wondering how much pressure 30 feet of saturated vapor in a vent riser would create in an empty space of a fuel tank. Surly enough to defeat stage II as it becomes the standard now in Mexico.

Did you know that reduction of green house gas vent emissions (hydrocarbons) from a stationary source may well qualify for a low VOC emitting credit in non and marginal attainment regions.
The credit, banked much like a renewable energy credit fluctuates in value based on demand.
