Does Anyone See A Problem?

In the last 30 days, I understand a lot of folks in Maryland received official correspondence with a picture like this attached:

Does anyone here see a problem? Or maybe I should ask, does anyone here not see a problem?

From the bottom up or from the top down? Who ever rerouted the piping and installed the shear valve braces forgot to zip tie the thermal coupler levers open? You want to be able to dispense fuel even if the dispenser gets run over.
When you are dead it's likely you won't know it. It could be difficult for others. It's the same if you are stupid.

I haven't seen a black impact valve before. Who makes it? What is it made out of?

Wait...are those braces attached to the shear valve? Or just next to them?

If the piping is manifolded together above the shear valves, do the shear valves still work?

I'd like to see the other end of that metal strip tied around the bracing for the left shear valve. I see sensor cables wrapped around it, I wonder how far above the bottom of the sump that sensor is?

By the way, what is the nature of the official correspondence and what is this picture meant to illustrate?

The correspondence directs that the deficiency be corrected right away. I should have made this a poll with multiple choice answers.
