The leak detectors can work fine if they are using pump sense or a turbine controller that alternates the turbines. I have also seen at a Flying J site they used a Vaporless module that fired one turbine until the leak detector completed its leak check then brought the other turbines in. PLLD would be fine too.

mechanical blend valve instead of a union in between the product lines before the meter.

Should not manifold above shear valves.....duh....

You can use galvanized Chinese pipe fittings?

I've heard of galvanized Yankees before. But not galvanized Chinese.

Pretty much would act like a swing joint, or could if hit. Not really anchored on that first product above the 90.

It looks like whoever is testing the lines from the shear valves are not actually doing it, they are just painting pipe dope around the plug to make it appear that they have.
